Captchas are not perfect and will never be (nor have they claimed to be) 100% protection against spam-bots.
Try a different captcha.
e.g. HCaptcha (https://extensions.joomla.org/extension/hcaptcha/) or Turnstile (https://extensions.joomla.org/extension ... turnstile/). Both similar to Recaptcha in look, feel and action (with the "I'm not a robot" click box).
